Moving to Vienna to study

Once your admission decision, Zulassungsbescheid, arrives, the next big item is the student residence permit — it eats up the most time of anything on this list. The authority decides within 90 days of a complete application, so you're advised to file at least three months before entering the country, six if you can. How to get an admission decision if you don't have one yet, and which exams it assigns you, is covered in the guide to the preparatory course.¹

If your admission decision has arrived and you're in Russia

1. Book an appointment at the Austrian embassy in Moscow through its booking system at appointment.bmeia.gv.at. Everything else depends on that appointment date. Check the booking calendar on day one.²
2. At the same time, look for housing for at least three months and put together the funds for your account.
3. Order your police clearance certificate to match the appointment date: on the day you file, it must be no more than three months old. Get it translated and apostilled.³
4. Travel to Moscow in person, file the application, and pay €218 in cash.^2·4
5. Wait for the embassy's letter, up to 90 days, then apply for the D visa and enter Austria.¹

Different authorities handle different parts of this chain. The Austrian embassy accepts the application, but it doesn't decide anything and won't tell you how things are going. The decision comes from the immigration authority in Austria — in Vienna that's MA 35, the immigration department of the city administration. The usual turnaround is up to 90 days from a complete application, and silence before then means nothing.^1·3·4

Housing: you can't file without it

Attach a lease, a dorm contract, or a right-of-residence agreement, Wohnrechtsvereinbarung, for at least three months — that's the advice from OeAD, Austria's state agency for international education. The cost of your housing also decides the sum you need to show in your account. The law doesn't name housing as a separate required document, but it does factor in your housing costs, so you can't work out the account sum without a contract.^1·5

Dorm rooms fill up months ahead: as of 25 September 2026, all 26 Vienna dorms run by OeAD Housing, OeAD's own housing service, were marked full for the winter semester. Once the dorms are full, look for a room in a shared flat, WG, or a private student residence with a contract of at least three months, before your embassy appointment. If your contract starts later than your flight in, you can spend the first weeks in a hotel: no separate registration is needed for the first two months there, since the hotel registers its guests itself. The three-day registration deadline then counts from when you move into permanent housing — more on that below.⁷

What to attach to the residence permit application

The set of documents must be complete on the day you file. The embassy in Moscow won't accept an incomplete application and will book you a new date, which you can end up waiting weeks for. Besides the admission decision and housing, you need:²

• Insurance. You don't need to buy a Russian policy for the application: it's enough to state that you'll take out student insurance with ÖGK, Austria's state health fund, right after entering the country.¹
• Money in your account for twelve months ahead: under 24, at least €8,670.96; 24 and older, at least €15,700.68; more if your rent is expensive. The calculator works out the exact sum.¹
• A police clearance certificate, no older than three months, from your country of citizenship. If you lived in another country for more than six months before Austria, bring one from there too.³
• Translation. The originals get an apostille or consular legalisation, and a sworn translator puts them into German.³

MA 35 publishes the full document list for Vienna on its own website. Bring your birth certificate to Vienna too: you're asked for it at registration.^3·8

Where to file: by the country you live in

You file in person, before entering Austria, at the Austrian representation in the country where you legally live — not necessarily your country of citizenship. You can't file a residence permit application through a visa centre, another Schengen country's embassy, or an honorary consul.^4·9

• Russia. File at the embassy in Moscow: it covers the whole of Russia. If you don't show up for your appointment and don't cancel it in advance, the embassy cancels all your other bookings too.²
• Georgia or Armenia, if you live there legally. File at the embassy in Tbilisi, which also accepts Armenian residents holding other citizenships. Book through the embassy's own online system; it cancels any booking made by a visa agency.^10·11
• Ukraine. The embassy in Kyiv doesn't currently accept these applications. If you legally live in another country, file there instead.¹²
• Austria, if you've already entered it legally. The law lets a student file the application in Vienna too, at MA 35. But if your visa-free period or visa runs out before the decision comes, you'll have to leave and wait for it outside Austria.^3·13

While you wait for the decision

You wait for the decision outside Austria. If the authority asks you to send in more documents, answer it directly, in German. You can still route them through the embassy, but only until a deadline it sets — after that, your file has already moved to the authority.¹⁴

If the decision doesn't come through before the course starts, you can still register later, just without a guaranteed place. Whether that means the VWU itself or one of its partner language schools depends on your assigned exams, not on your choice. That's how 2026 treated anyone who got their D visa or admission decision on or after 30 August.¹⁵

After approval: the D visa and entry

The embassy notifies you of a positive decision by email. From that letter, you have three months to apply for the D visa, the national long-stay entry visa, and six months to pick up the residence permit card itself in Vienna. In Russia, you apply for the D visa at any VFS visa centre, no appointment needed, but only after the embassy's letter. The visa is valid for four months, is single-entry, and doesn't replace the residence permit. So pick up the card while the visa is still valid.^2·9·14·16

Entry itself requires travel insurance valid in Austria, with cover of at least €30,000: your student insurance only kicks in once you've arrived.¹

Your first week in Vienna

Registering your address within three days

The Meldezettel is the registration form you fill in. Right after registering, you're handed a confirmation, "Bestätigung der Meldung". The Meldebestätigung is something else: a certificate pulled from the register showing your address, ordered separately, and free if it's for your insurer. ÖGK's own document list says "Meldebestätigung (Meldezettel)" without distinguishing the two. Bring your registration confirmation there, and order the certificate only if they won't take it. You must register no later than three days after moving into your accommodation. The deadline counts from the day you move in, not from your flight or from signing the contract, and you can't register early.^8·17·18

• Two people fill in and sign the Meldezettel: you, and whoever provides the accommodation — the landlord or the dorm. The landlord doesn't register you on their own.
• Take the form, your passport, and your birth certificate to any Meldeservice office in Vienna — it doesn't have to be in your own district. Someone else can bring the documents for you, no power of attorney needed, or you can mail them in.
• Registration is free.⁸

Miss the deadline, and you risk a fine of up to €726.¹⁹

Student insurance with ÖGK

You can take it out once you're registered at your address and enrolled at the VWU or a partner school. It costs €78.84 a month, and preparatory-course students are named directly among those who can get it.¹⁸

• A filled-in and signed application form: download it from the ÖGK website, or, if you already have ID Austria (Austria's electronic signature), file it online through "Meine ÖGK".
• A photo ID.
• The registration confirmation you received, or a Meldebestätigung certificate.
• The admission decision and proof that you're attending the course. Preparatory-course students are enrolled as non-degree students, außerordentliche Studierende, and ÖGK asks them for both documents.¹⁸

Cover starts the day after you apply. The payment has to arrive within the first 15 days of each month, and ÖGK recommends setting up a direct debit. Miss two months of payments, and the insurance stops — and you can't take it out again for the next six months. Every year by 31 December, you bring ÖGK proof that you're still studying.^1·18

The residence permit card at MA 35

Right after entering the country, tell MA 35 you've arrived: they'll set a date for you to pick up the card, and it's handed over only in person. At pickup, you again show that you have enough money for the whole period and insurance covering every risk, so it's easier to collect the card once your ÖGK cover is already in place.^1·3

The transport pass

Under 26, the annual youth pass, Jahreskarte Jugend, costs €300 on a card or €294 in the app, about €25 a month. At 26 and older, you pay €461 in the app for the ordinary annual card. What a whole month of living in Vienna adds up to is worked out in the article on costs.^20·21
